in the early days they could listen like you and me on an unblocked scanner. now me and you are blocked out but they still listen in on imsi catchers. most live in ignorance of that fact more to the pleasures of the "powers that be"

No - I meant that they weren't bothered to even license a system and make money form it - seems silly, but the Post Office, pre BT were just very stick in the mud and not interested in technical advancement.

Best bit I thought was that they were sending signalling information by rotary dial phone - nobody had thought of DTMF and pushbuttons back then.

Like Thunderbirds - amazing designs, but they never thought about digital clocks, just futuristic ones with hands!

According to Wiki DTMF was developed by Bell Systems & was being sold to the general public as "Touch Tones" on land line phones in 1963. So DTMF was hardly new or original in the 70's.
How ever the Post Office lacked any ability to think independently or serve the tax payer in a beneficial way & if we look at their behaviour, re the offshore stations, they were clearly nothing more than a bunch of troglodyte grovelling half wits who dribbled on the shoes of who ever was in government.
I remember seeing a Post Office engineer & investigating officer being taken to pieces by a magistrate after they had tried to mislead the court with information that was described as something along the lines of , clearly wrong & intended to mislead.
