Air band close call hits on FM or something else?

Air band close call hits on FM or something else?

Hi, I left my scanner on for a few hours today upon checking the close call hits bank I had 4 hits, I noticed that 2 of them are am as usual but there was also 2 that are FM one being 140.3812 for example, I thought air band was AM, I can not see what else it could be in rural Wales as I don't get close call hits from nothing else accept aircraft. Any ideas?

The band 139.5 to 140.5 is used by JRC (Joint Radio Committee) for Gas/Electric/Water.
Although not used as much as it was before cellphones.
This freq is reported to be "Cell SX Simplex".
I reserve the right to ignore people who have made no attempt to the read the manual, and expect others to do it for them.
