If anyone is interested there are many many requests relating to QRM from Nige Coleman G7CNF, many of which are refused. Often looking at what is refused tells as much about Ofcom as what is told when they answer..

Not in the whole no. But when it comes to embarrassing questions yes..That is why Nige has so many not answered, he asks the questions about QRM & what they are doing about it, that have difficult corporate answers.

I don't know about OFCOMs response policy, but I worked alongside the council officer responsible for dealing with FOI requests in a Local Authority a couple of years ago - about 80% of incoming FOI requests were unanswerable as phrased in the request, that is to say the request was either so poorly phrased or grammatically structured in a way that the question was inconsistent within itself (a small minority) or that the question was so specific in its phrasing it could only be answered by data not available (the majority).

For example, coming up to the general election at the time it was very clear which requests were coming from party officials/candidates collating data for campaigning. Frequently they wanted very specific data broken-down in a very specific way to fit with their own policies, but they failed to realise that the breakdown they requested was contingent on data not held by the council! - that made for a very quick answer that the data requested was not held.

What Do They Know? is absolutely chock full of very poorly phrased requests, it's almost made it too easy for every crackpot with a chip n their shoulder to fire off a question without thinking, and it dilutes the genuine and carefully thought out requests.
