The way I have done it is to download the demo version of ARC536pro which has an import from csv function ,Import your file, Upload that to the scanner, then go to Sentinel read from radio then export that as hpe. ARC 536 is worth buying just for the virtual control function.
Hope this helps

Basically not practical to do so, because each .hpd file (presumably "Home Patrol Data") contain a "Favorite List" with it's embedded Systems, Departments, Channels, in an XML-like-structure / tab-separated-variable format.
There are null fields that don't show up in TSV format when pasted as text.
hpd files can be opened in any good text editor.

Here is part of my Fav List for PMR 446:

TargetModel BCDx36HP
FormatVersion 1.00
Conventional 7.0 PMR 446 MHz Off Conventional 0 0 0 Off Off 400 Auto 8
DQKs_Status On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On On

C-Freq 446.01875 :2 Off 446018750 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 2 Off
C-Freq 446.03125 :3 Off 446031250 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 3 Off
C-Freq 446.04375 :4 Off 446043750 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 4 Off
C-Freq 446.05625 :5 Off 446056250 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 5 Off
C-Freq 446.06875 :6 Off 446068750 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 6 Off
C-Freq 446.08125 :7 Off 446081250 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 7 Off
C-Freq 446.09375 :8 Off 446093750 NFM TONE=Srch 13 Off 5 0 Off Auto Yellow On 8 Off

It is vastly simpler to just copy and paste the data into Sentinel within a 'Department'.

Here is an example of the format for analog channels (Tabs shown here not Commas, but you can work that out):

406 - 406 NFM Search Military Off 30sec Tone=1 / Volume=Auto Green / Fast Blink 0 None Off
406.0125 - 406.0125 NFM Search Military Off 30sec Tone=1 / Volume=Auto Green / Fast Blink 0 None Off
406.025 - 406.025 NFM Search Military Off 30sec Tone=1 / Volume=Auto Green / Fast Blink 0 None Off
406.0375 - 406.0375 NFM Search Military Off 30sec Tone=1 / Volume=Auto Green / Fast Blink 0 None Off
406.05 - 406.05 NFM Search Military Off 30sec Tone=1 / Volume=Auto Green / Fast Blink 0 None Off
I reserve the right to ignore people who have made no attempt to the read the manual, and expect others to do it for them.
