How they can be used is really just up to how the software uses it, the hardware will send (upto) 10 MHz wide chunk of spectrum from 1 kHz to 2 GHz.
most newer sdr software will allow you to enable multiple channels with in that spectrum, one of the things if miss is not being able to use it as a scanner
just doesn't seem to be a feature the software devs thinks anyone wants.

SDRUno is the software the RSP is designed to work with, full featured but terrible interface imo.
SDRConsole v3 is very good, allows to to save a bank of channels for easy recall.
Airspy R2 on a Discone
rtlsdr v3 on a choc bloc copper dipole.
SDRPlay RSP2 Pro on a Scanmaster B1300-N
Yupiteru MVT-9000 MKII telescopic ant.
Adalm Pluto (hacked for 70MHz-6GHz)

Decoding unencrypted digital signals is trickier but can be done, mostly this involves using a virtual audio cable software then it's basicly the same as the 'DSD for Windows basic setup' on the forum.

SDRConsole is free software that supports multiple SDR hardware including both RSP's

if you want to try out SDR before spending a big amount maybe checkout rtl-sdr. https://www.rtl-sdr.com/about-rtl-sdr/
a £20 rtl-sdr dongle got me started on the hobby, still use mine as it's the most supported device.
