The IARU-R1 Monitoring System newsletter reports a pirate station in Italy has been transmitting Slow Scan TV on 28001.5 kHz.
The callsign given is 1FS059, which comes back to the following CB'er who has apparently, as you can see below, been transmitting their exact latitude and longitude as part of the image.
When I do Special Event Stations, I have two sets of band plans. Both are very simple, but one set just gives each microphone band 5khz short of it's upper & lower edge. If I am operating only with people I know, one set goes out, if I am operating with new licensees, or people I don't know, the narrower band plans go out, as it's my licence & mistakes happen. This operator could have believed he was under 28 mhz even with his band width. But operating that close to a band edge always has it's risks as he has found out.
