Where are you?
What are you trying to listen to?
How have you been trying to use the scanner?

What frequencies do you have programmed in? As a scanner, scans the entered frequencies & thus without without frequencies being programmed in, it will not scan anything & if the frequencies are not used at all, or only occasionally, then you will hear nothing.

How is the squelch set?
It needs to be turned fully left (open.) Then turn it right until it scans,. But turn it too far to the right & you will loose weak signals, not far enough & it will not scan very fast.
I have the older version of the 282, the psr-43 & it's a good scanner. If all the buttons are working, which is a known issue, then it should all be fine.
Who are your trying to listen to? As you may be getting digital noises, rather than audio.
Are you within range of the airport? If so they would be good frequencies to program in.
If you want a slightly better budget scanner then try a PSR-295, which are often available for £30 to £40, just be aware that you will probably need rechargeable batteries & a separate charger.
If you do not mind, not having the same great band coverage you get with the 282, then a cheap Uniden would possibly do you.

Have you tried listening using head phones?
It could be a speaker issue or you just not having your ears in tune with radio transmissions. AM audio can sound strange until you get your ears in tune with it. And air band is AM.

That sounds like a speaker issue. If you can find an old speaker, then it's not too hard to replace, or you could simply spend a few pounds on a external speaker & side step the issue.
But before you assume it's definitely a speaker issue just check the headphone jack, if some dirt, an insect etc has got into it, or if it has just developed it's own issue then that would potentially cause your issues. Just take a look at it & if possible give it a squirt of switch cleaner.
Switch cleaner is worth it's weight in gold. I have fixed all sorts of electrical items with a squirt of switch cleaner. And it kept our old TV going for years, the on/off switch kept sticking & an engineer would have cost more than the TV was worth, but a single can of switch cleaner has lasted me years & paid for it's self dozens of times over.
