Sorry, I was going by what the manual says.
Often you need to have a play, as the manual is not precise. But the manual certainly suggests that the menu allows you to change the default settings, band by band.

it wont do 6.25 steps but it will do 5kHz steps which is good enough for receiving the pmr channels you need to go into the menu and go to option 2 (CHANNEL DATA) then select option 6 (STEPS) then change to 5kHz then you want to program the 8 PMR channels as follows

Chan 1 : 446.005
Chan 2 : 446.020
Chan 3 : 446.030
Chan 4 : 446.045
Chan 5 : 446.055
Chan 6 : 446.070
Chan 7 : 446.080
Chan 8 : 446.095

those are what i have my home scanner loaded with and a radio that only does 5 steps which works perfect with all my 446 sets both ways transmit and receive

Update.....managed to get hold of my 446 set , set on search fof 446 band , keyed each channel from 1 thru 8 ...came out as clear as a bell n the following
ch1 446.0000
ch2 .0125
ch3 .0250
ch4 0375
ch5 .0500
ch6 .0625
ch7 0750
ch8 .0875
follows the 12.5 spacing , no distortion , the search was set for 12.5, even if it was altered to 5khz
entering the freq into scanning banks it would still revert back to the 12.5 spacing
can now at last put um in the scanner now
