If you are programming a channel on the 3500 , when inputting a frequency the step set for that part of the spectrum is irrelevant.
Thus to program a channel, you simply add the frequency as MHz dot KHz & it accepts it.
However it looks like it does not accept Hz.
To scan between two set boundaries, one high one low you need to check that the step is the one you want. The same I assume for Close Call.

Lots of activity on the main analogue channels 446.00625 - 446.09375....

Never heard anything on the digital channels....

That may be the case in your area, but is not the case in every location. Here in Norwich for example, we get people like small industrial units, hotels, even the airport using 446, but other than the occasional kid there is almost no activity beyond the commercial & that is very sporadic.
