I've found loads of listings on the WTR where it gives the impression the users are on analogue but they actually aren't. I suppose it will work the other way round too. The WTR may need updated or the user still has a licence to use the frequency on FM or DMR. There are probably thousands of examples where frequencies are issued from 453-456 etc, but they are walking about with 446's. I've found a lot of that too.
