No "seem" about it. If it states a Colour Code it is digital.

It would seem some show colour codes on the WTR but are not using Digital so you cant always go by that.

I've found loads of listings on the WTR where it gives the impression the users are on analogue but they actually aren't. I suppose it will work the other way round too. The WTR may need updated or the user still has a licence to use the frequency on FM or DMR. There are probably thousands of examples where frequencies are issued from 453-456 etc, but they are walking about with 446's. I've found a lot of that too.
