It's a trunked repeater, there are quite a lot of them in the uk. You'll find them between 177-207 MHz and most are on good high sites with a good range. Some are owned by individual users such as council and transport but most are run by radio companies and channels are rented out to various users. You can find many different users on shared trunked networks all using the same frequencies but not interfering with other users on the system due to the way in which they work.
