A lot of housing associations have fussy contractual restrictions on what occupiers can put on the roofs. In fact, I understand that many freehold properties have similar restrictions imposed by covenant. I don't think that antenna, ugly though it is, is big enough to fall foul of planning regulations, although I can't remember exactly what is allowed these days. It will be in the General Permitted Development Order somewhere, I imagine. I seem to recall that last time I checked, it was 3m above the roof line.

I'm not sure there are many AM CBs available now, even at car boot sales. But I guess it could be something he's had in the back of a cupboard for the last forty years.
