So i've found 2 channels one on VHF and another on UHF both have voice and dmr on the same frequency.

is this a legit usage type or am i in between 2 users with different systems?

Do you mean data & voice? Or analogue FM & DMR? As DMR is a voice capable system. As are AM, FM, SSB & many other modes.

What you are hearing is going to depend upon where you are & what frequencies you are listening too. Are the frequencies you are listening too via a repeater, PMR light/ Simple?

Many frequencies have more than one local user on it.

it's analogue FM & DMR, makes it annoying to listen in.

Does the analogue not have any tones?

i haven't noticed any tones, interestingly both of these channels appear to be related to holiday camps.

It is more than possibly the case. They could be using two different radio systems so that they remain separate. But what frequency? If it's a holiday site, is it pmr simple light? or pmr site?

165.1875 Potters Leasure Hopton. <- just started picking this one up with a homemade tuned dipole.

It's actually a selling feature in many radio adverts - the two can run side by side until you have your digital fleet and switch off analogue. It works quite well and to the users, they notice no difference in simple systems without digital super features that mean lots of data. For NXDN users it's quite painless - to scanner users who hear everything, a mess and very annoying.
