As thelad said, the Pofung is a transceiver, not a scanner. A Scanner is a receiver that scans hundreds of channels a minute, the Pofung is a transceiver, that is a two way radio. A transmitter & a receiver, which is designed to scan no more than a few channels.
Unless you have a licence the Pofung cannot be legally used.
Take a looks at Ofcoms document..
Guide to the use of radio transmitters and the law: an explanation of the regulations which govern the civil use of radio equipment in the UK.

https://www.ofcom.org.uk/__data/assets/pdf_file/0024/89016/Guide-to-the-use-of-radio-transmitters-and-the-law.pdf

The largest proportion of prosecutions under the Wireless Telegraphy Acts are for breaches of Section 8 of the 2006 Act. Such breaches take one of two forms, either the user:

• has no licence at all;
or
•has installed or is using radio equipment outside the terms of the licence or exemption.

Your radio is capable of working in the licence exempt 446 band. But it does not conform to the requirements for a legal licence free radio for that band, so cannot legally be used on 446. So the radio falls into the second section above if used there. You, if you have no licence fall into the first part, as you would be using a radio capable of operating outside of the licence exempt area without a licence.

What did you intend using the radio for?

If the shopwatch gives you permission to use them on their frequency, using their licence then you can legally use it & if that is the case, then I am sure they will help you set your radios up & make sure they are operating legally & within their licence conditions.
But many & probably most shopwatch networks are now digital, so I am not sure if your radios will work on them.
What advice have you been given by the network? My understanding was that they would talk to you & discuss things like how the network worked & such things.

I would be very very surprised if any shopwatch / radio scheme allowed people to put their own radios on the network.

Even the oldest analogue schemes that are still left usually use selcall or tones to ID which radio it is that's transmitting.

Shopwatch as far as I know is not just a loose collection of shops who chat to each other via radio. But an organised group, which will involve people such as the Police & who share a lot of information about known individuals away from the radio network too.
When the Norwich shopwatch was in the open I would hear information & traffic from both the Police & the CCTV operators as well as Store detectives & security staff.

In that case, get them to contact the shopwatch / bcrp scheme in the town and get them to join the scheme legitimately.

They wouldn’t be able to transmit anything onto the network anyway if they weren’t a member and there are all sorts of data protection issues (and legal issues- it’s illegal to listen to them).

You could of got the friend with the shop into a decent level of trouble.

We’ve been through this exact scenario with a customer - the shopwatch scheme were spitting blood when they found out someone had programmed a rogue radio up. The police were involved, we provided a statement to say they were not supplied an authorised radio, and I believe they were prosecuted via the computer misuse act, for the programming itself, rather than the radio use.
