An independent outlet which could be used to update people in the event of a total forum failure would be helpful. Such as a Twitter account.
I reserve the right to ignore people who have made no attempt to the read the manual, and expect others to do it for them.

It is possible to do that sort of thing, but how many people have Twitter accounts?

I'm a member of the Canon EOS Magazine forum, which has been down for over a week now,but they are keeping us updated on progress via messages on the web page.
Initially they were hit by a DDOS(Distributed Denial Of Service)attack a couple of weeks ago,but then got back online after 2 days, perhaps a similar occurrence affected this forum?
